Proposed Rules Changes
Please see the proposed changes to our rules below. After the last few weeks of discussion, I think this is the best immediate path. This allows all types of flying to continue at Scenic, but puts limitations on flying in certain areas to protect our neighbors. This leaves the current upper noise limit, which we will need to begin monitoring and enforcing. This will likely still need to be improved upon as we make these changes and test, but it seems like a reasonable starting point. I honestly don’t like to put flight area limitations in place, or to segregate different types of flight / aircraft too much, but it has become clear that these changes are necessary to remain good neighbors and to keep this field.
To sum up the intended changes…
Noise limits stay the same for now, but need to be followed and enforced. My feeling is this will affect a handful of people.
No 3D / aggressive aerobatics by gas (or glow) powered aircraft to the left of the center of the runway.
Fuel powered flight ends at dusk or 8:00 PM, whichever comes first.
In summer, during the “golden hour” between 8:00 PM and dusk very quiet fuel planes may still fly, but these MUST be very quiet planes, quiet four strokes, well muffled gas or glow engines only. This should be canisters and 3 blade props or quiet low performance airplanes. A gas engine on “stock” mufflers and a 2 blade prop is NOT likely to be OK.
No prop ripping
Gliders, sailplanes, quiet electrics, park flyers may fly at any time, sun up to sun down as long as they do not create a nuisance to our neighbors.
Night flying of quiet electric aircraft is allowed until 10:00 PM.

For Addendum C – Scenic R/C Flyers Field Operational Rules…
Proposal to update item 16 –
From – Mufflers are required on all engines. Mufflers designed with an internal baffle are not to be operated with the baffle removed. No aircraft will be operated at a noise level that exceeds 100db measured at 9 feet.
To –
16 – Noise
a. No aircraft will be operated at a noise level that exceeds 100db measured at 9 feet from the model, with the decibel meter 24” above the ground and the aircraft held at full power.
b. No fuel powered aircraft shall be flown after 8:00 PM or dusk, whichever comes first, except as noted in section C below.
c. “Golden Hour of Summer” Clause – Exceptionally quiet fuel powered models may fly between 8:00 PM and dusk. Examples of aircraft allowed are four stroke engines on “low performance” aircraft or aircraft equipped with canister exhaust and three bladed props. No 3D, aggressive aerobatics or high performance flying after 8:00 PM.
d. Absolutely no prop ripping allowed at any time.
e. Members should always be cognizant of our effect on our neighbors. If in doubt, err on the side of caution.
Proposal to update item 24 –
From – Flying before 8:30 AM Monday – Saturday and before 9:30 AM Sunday is prohibited.
To – 24 – Hours of Operation
a. Flying fuel powered aircraft before 8:30 AM Monday – Saturday and before 9:30 AM Sunday is prohibited.
b. Flying fuel powered aircraft after dusk is prohibited.
c. Quiet electric and non-powered models are not limited by item 24a and may fly during all daylight hours provided they meet all standards in item 16 – Noise.
d. Night flying of quiet electric aircraft is allowed until 10:00 PM.
e. Examples
a. Examples of Quiet Electric aircraft allowed to night fly.
i. Slow Stick type slow flyers
ii. Park Flyer type aircraft, balsa or foam
iii. Larger docile slow flyers such as Telemasters
b. Examples of electric aircraft NOT allowed to night fly.
i. Zagi or other style pusher prop high speed aircraft
ii. High speed electric racer or warm / hotliner style aircraft
iii. Electric Ducted Fan aircraft.
iv. Any aircraft generating obtrusive noise, whether from motor system, prop cavitation or ripping.
Add Item 25 – Flying Areas
a. No aggressive aerobatics or 3D flight by fuel powered aircraft allowed east / north east (left when standing at the flight line) of a line drawn perpendicular to the center of the runway and extending to the horizon. All aggressive aerobatics and 3D by fuel powered aircraft should be performed to the right of this line, toward 316.
b. Aircraft should never fly beyond the tree line to the east / north east (left when standing at the flight line) of the runway.
